Tiny Wasp

Tiny Wasp
Ascension Parish, Louisiana, USA
Size: BL < 1mm
This wasp had a body length of ~0.8mm. The second photo is mostly out of focus except for the legs. If the second photo isn't needed for identification, feel free to frass it.

I have lateral view photos of another individual but they're generally out of focus. In one, the legs are in focus. In others, various other parts are in focus. If needed for ID, I can post, then delete them after the ID.

Thanks in advance

What is it?
I just found this same wasp on the back of a Yellow-margined Leaf Beetle. There was at least two on the beetles back. What is it.
