Size: 8mm
It was near to some galls which I assumed were Pontania californica, but I suppose that isn't the only willow sawfly (I'm looking at you Nematus).

Either way this doesn't seem to match adult images of P. californica.

I don't trust myself with sawfly families.

 
I find that the antennae are the key.
Take a look at the Info Pages for each family, and compare the images, and I bet you'll begin to get a feel for the differences.
