P. perplexus or P. carolina.
The two all-red paper wasps of the south-central and southeast U.S. are essentially identical except for differences in the texture of the oculo-malar space (between eye and jaw in lateral view), and the gena ("cheek" behind the eye). That character is only visible under magnification.
