Ken, thank you for the suggestion so I could scan more.
I brought up http://bugguide.net/node/view/109679 and it is interesting to see that his photo also has the tip of the wing out of focus. Maybe this means that the Wasp has enough of a curve upward or downward at the wing tip, making it out of focus.
