Bug on a Tree - Neoclytus caprea

Bug on a Tree - Neoclytus caprea
richmond, Wayne County, Indiana, USA
April 12, 2015
Size: 1"
Not sure what this bug is, there were a lot of them ranging in size from 3/8" to 1". And appeared to be mateing. Their body is black and yellow stripped like a wasp. Doesn't appear to have a stinger, they do bite when you hold them with a glove. Wings are clear and under the soft shell of the black and yellow design. Fuzzy upper legs. Move quickly on the tree, fly when tormented. They were all over a downed Ash tree that we were cutting up.
