Looks like a megachile, but don't know whether any more can be said based on these photos. I'm posting an image of a male from the same site.

this resembles M. wheeleri, among others; there are many similar species of Megachiloides

Though at the edge of urban areas, this bee flies in one of the last remnants of riparian foothill scrub (Scalebroom series) in SoCal.
