Bee black on Penstemon virgatus - Hoplitis - male

Bee black on Penstemon virgatus - Hoplitis - Male
6 miles NW Lyons, Boulder County, Colorado, USA
July 14, 2014
This black bee on Penstemon virgatus at about 6400' elevation has facial fovea and a little pollen on hind femus and tibia. There is a long shaggy white fringe around the thorax. The next image shows venation that looks like Andrena except it lacks the middle square. Could this be a two-celled Andrena? Any help with its ID is greatly appreciated.
