Because of those ventral structures on the abdomen we can assume this is a female? Lots of info on the links. Pretty girls like this get a lot of attention, eh?

According to the Info Page, this would be a female. Marked accordingly.

It is a female Conopid Fly, I believe in Physocephala or close.
