Insect egg case at base of willow bud. Circular looks like small urchins. Spring time on budding willows.

Possible egg answer
I'm guessing they're Spiny Soldier Bug (Podisus maculiventris) eggs. I thought these eggs look very similar the eggs on this page: http://entnemdept.ufl.edu/creatures/beneficial/podisus_maculiventris.htm
I'm not an expert by any means, so I could be wrong.
I had a sudden recollection of reading about a bug that lays eggs just like this, so I reopened the article to compare, and feel pretty confident that these eggs look like those eggs. :)
