Appears to be a male, based on holoptic eyes and absence of white stripe/spots running down abdomen--present in females of this species.

Bombylius
This is indeed a Bombylius, but not B. major. Note that the dark colour on the wings is not as sharply defined and extensive as B. major. It looks like B. mexicanus, but I'll just move it to genus for now.
