Unknown flower fly (Syrphidae) (Allograpta obliqua?) - Allograpta obliqua

I photographed this flower fly apparently laying eggs on the surface of this roughleaf dogwood leaf. The insect walked slowly over the surface of the leaf with its abdomen pointed down. Occasionally, the tip of the abdomen would touch the leaf.
