Discomyzinae? Closely resembles this fly identified as Clanoneurum cimiciforme at diptera.info, of which Clanoneurum americanum would be the nearctic equivalent. Very difficult to photograph due to the bizarre habitus. Coastal bluff habitat, on Atriplex sp. (Chenopodiaciae) [of note - the guide states that the european species mines leaves of Chenopodiaciae]. Poor photo but if my guess is correct there aren't any live photos in the guide yet.
