Common Baskettail
Obviously, I am not educated on these, but from looking at the Dragonflies through Binoculars and reading the descriptions....this does look more like the Baskettail. Note the stout abdomen whereas the stripe-winged is described as more slender. This guide also says that the wing spots can vary from a tiny spot to a large triangle. Of course I'm basing this all on this one guide and it shows only the female Baskettail and the male Stripe-winged. It would be nice to see bothe sexes of each species.

a female ?
I believe it's a female. The completely clear wings means that it is just as likely to be costalis, if not more so, than cynosura. Out of range for spinigera.

Check out the cerci, aphids?
Cool. Looking at the full-size image, one can see details of the cerci--I think this is a male. The form of male cerci is supposed to be characteristic for each species of Epitheca. What I can see here looks consistent with the description of E. cynosura cerci in Dunkle, Dragonflies Through Binoculars, (1) but I way don't know enough to say anything intelligent. This does show why it's a good idea to get a lateral shot of these things.

Some interesting-looking aphids (?) on the stem of that plant.
