I spotted this posting on the Unidentified Sawfly Larvae page, but moved it here upon seeing Dave Smith's comment.

sawlies
Cladius difformis (Panzer), known as the bristly rose slug. Few sawflies have hairs such as this. Common on roses throughout U.S.

Thanks Dave, yes, these sawflies were infesting a rose garden, eating almost every single leaf.
