I agree, based on other bugguide photos. If so, a first on bugguide for Clallam County.

It was wandering around on cobble and sand newly exposed by the changing river course, near the mouth of the river.

 
If you want to find more...
...look under the bark of large rotten fallen hardwood trees such as oak and cottonwood.

 
Cottonwood
No oak around here, but we have a large cottonwood in our yard, and there are probably some fallen branches (6-8" diameter branches fall off occasionally) rotting away. Interesting that the beetles prefer certain tree species.
