Chalcidid? Emerged from a large number of Eurosta solidaginis galls, along with ~20 of the actual flies, and two Eurytomids(?)

And no, the other two were much smaller and metallic green, I'll post pictures soon.

Did the other wasp that emerged look similar to this one? If not, it could be a male.
