Gargaphia albescens?
The species is known from the Sacremento area of California and has 3 areoles along the costal margin of the elytra and the elytra are one color. Keys out to this species in: The Genus Gargaphia Stål (Tingidae; Heteroptera) Edmund H. Gibson Transactions of the American Entomological Society (1890-) Vol. 45, No. 3 (Sep., 1919), pp. 187 201 http://www.jstor.org/stable/25077010?seq=1#page_scan_tab_contents . Host plant is listed as unknown in the referenced paper. The white legs also fit with this species.
