Size: ~ 5 - 6 cm

Possibly Olive Clubtail
It's a male. Because it is hanging from a grass stem (or a bush?) rather than perched on the ground, I'm inclined to say Olive Clubtail, Stylurus olivaceous. However, I certainly would not rule out Pacific Clubtail. Do we have some west coast odonatists on BugGuide?

 
Not Stylurus
I think Stylurus can be ruled out based on the length of the postfrons. This looks like a Gomphus to me, and I think Pacific (G. kurilis) seems like a good bet.
