Eggs? - Meteorus

Eggs? - Meteorus
Buffalo, Erie County, New York, USA
May 14, 2015
I found these in my flower garden. They were hanging by a black thread. I am guessing they are the eggs of some insect, but have not idea what. I would love some help identifying these. Thanks!
