Rhamphomyia luteiventris Loew, male
Moved from Rhamphomyia. Tentatively ID'd from specimen, now a photo-voucher. Thanks John.

The abdomen is described as pale below. It seems darkish in your photos but lightened up considerably on the mounted fly.
