Boxelder Aphids - Periphyllus

Boxelder Aphids - Periphyllus
Wildwood Park; Radford, Virginia, USA
May 17, 2015
Are these syrphid fly larvae?
Are the smaller whitish critters in the upper right area of the image also larvae or are they aphids? Or what?! They were being tended by ants on a stem of Acer negundo.
I'd like an ID, please.
