I´d support Eric´s guess
Nezara: improbable.
Acrosternum: bugs here lack black spots on sides of abdomen, which seem charateristic fot that genus;
Chlorochroa: not impossible, but a bit unlikely by colouration
Thyanta: In those in the guide, I spot a dark mottling of the wing membrane, also present here; The leaf seems to be the same plant as here:
so the size of the bugs can be estimated safely as below 10 mm.

Nice!
Quite an interesting post, coming to a clear conclusion.

Size?
If large, then the discussion below applies. If smaller, then I would suggest a species in the genus Thyanta, many of which are dull green.

It's so obvious that I'm probably wrong.
Green Stink Bug (Acrosternum hilare) looks right. [Conceptually, it reminds me of Green Metallic Bee.]

Looks right...
But then, so does the Southern Green Stink Bug,
Nezara viridula
. The only sure way to tell them apart visually involves the stink glands on the underside.

Whew!
But isn't Baltimore a bit north for them?

Yes
But probably not far enough to rule them out without knowing more about their distribution within Virginia

And
we can't dismiss any northward range expansions due to global climate change. ; )

So I guess Thomas will have to hold it up and sniff it.
And Chuck will have to tell him what to "look" for. Glad I'm out of the loop. It's bad enough having to listen to crickets to determine what they are, let alone smelling things.

Notice I said "visually"
It's the shape- visible when you view the underside- see guide page for details
