Tibicen sp.
with certainty a Tibicen sp..Teneral cicadas can be rather tricky to ID however, especially since different species can exhibit regional variability and many species share similar traits.

Based on location..I would narrow down to either Tibicen similaris or T. lyricen nr. virescens.

Because of the bluish mesonotal coloration on this individual.. I would be more inclined to say it is T. lyricen

99.9999999999% confident this is a Coastal Lyric Cicada.

They are this bluish-green color when they first molt from their larval form. After a while they turn darker.



Hopefully an expert can tell you which kind this is!
