Size: 2.5mm
A fast runner, and Tiny! The black and white stripes on the legs and the body color makes me think E. evansae, but they seem quite rare.
I would have liked to get closer pics but this is about my camera's limit.

Moved from ID Request. I agree with both of you. Great find!

I think E. evansae is correct
using Sauer and Platnick, 1972 the three longitudinal stripes on each palp and legs 1, 3, and 4 are diagnostic and the paper also lists Umatilla County as a collection site.
