Pachyschelus nicolayi?
That could be what you've found. The mine hasn't been described, and it may be that this species has only been associated with
Wisteria
as an adult. Definitely worth keeping an eye on / collecting these.
Pachyschelus
species pupate in the mine in a circular cocoon.

I'm sure this is correct.
Dear Charley,
During the previous time I was in Laurinburg on 5/15/2015, I saw many damaged Wisteria leaves in the same location, and little irridescent blue-black beetles on the leaves that fit the description of Pachyschelus nicolayi. I took photos (again, poorly focused, as I do not have a good macro lens--still, I could provide photos if you like), but did not collect as the damage by adults was not mining. I collected several mined leaves and I'll see what comes out.
