Size: 25 mm
On heartleaf buckwheat, Eriogonum compositum compositum. Size estimate is based on the flower's normal petal length of 10 mm.

Based on browsing first (1) and then Bug Guide, I think this is, most likely, Cortodera longicornis. The only viable alternative found in Bug Guide seems to be Pidonia densicollis, which is even less common, so there aren't enough images here to evaluate it. On the other hand, the Info page says there are 20 species in Cortodera, but only 8 are shown here.
