Moved from Unidentified Leaf Mines.
As I suspected! The larva mines from a web at the base of the leaf, resting in the web when not feeding. I'm currently rearing this or a related species from Symphyotrichum.

Photo of the underside?
I have a suspicion about this one, but would need to see the underside to confirm.
