It is going to be a delphacid, I'd bet, but Andy can probably give you a genus at least. Nice shot!

 
Nothodelphax lineatipes
A northern sedge-feeding species with a dark body and slightly paler ridges ("carinae") on head and body.

Delphacids

... but this is the first time the genus has been recorded. There is a very common species in the west, N. consimilis, that has a very narrow head. Watch for it!
