Tenthredinidae
Nematinae, Nematus abbotii (Kirby). This is a nice picture of a female ovipositing and am quite sure of the identification. The adult female is all black with a small whitish spot on the side of the abdomen (just visible in the picture), and larvae are known to feed on black locust. The plant looks very much like black locust. Oviposition behavior was not known for the species, and it is interesting to know that oviposition is in the leaf stalk of the compound leaf.

Wow, this is a shot of a female sawfly ovipositing in this stem she is perched on. Probably family Tenthredinidae.
