Found on Phalaris arundinacea.
I am adding this image, which I believe shows "the little hump on the base of the hind femora" which Martin Hauser noted to be diagnostic for Eumerus funeralis under this image:

With the added picture showin
With the added picture showing the rounded tubercle beneath the base of hind femur, this is Eumerus funeralis. It is very common in Europe where it is known under the synonym, Eumerus tuberculatus.
The base of the hind femora is free of hairs which is another good pointer.
