Sawfly
This is a sawfly. The fact it is on a fern is telling, as a few genera are obligate fern consumers in the larval stage. Family is Tenthredinidae.

 
Aneugmenus flavipes
This looks like one of my pictures, that was ID'd by a sawfly expert. He said it's larva feed on fern.
