is this Carolana ascriptella - Hodges#1062 ?

there seem to be filaments along the length of the antennae ... does that imply male gender?

Carolana ascriptella...
...is correct. Yes, the "ciliated" antenna occurs only in the male, as was specified under Clarke's description of the genus on p. 239 of his revision.
