Wing venation indicates something other than Pepsis
Scrutinizing the full-size image here, it's apparent that the 1st recurrent vein (1m-cu) meets 2nd submarginal cell (S2) at around its distal 1/5, which suggests this is Entypus rather than Pepsis (where the 1st recurrent vein meets the 2nd submarginal cell within its proximal 1/3), see:

   

My best guess here would be Entypus unifasciatus californicus, see comments thread under post below for lots of details:
