ID this caterpillar larva? - Yponomeuta cagnagella

Size: 13 mm
Yellow body, pair of black spots on either side. First three forelegs are black. No apparent hair. Gregarious; dozens are grouped together in webbing. They seem similar to some Catalpa Sphinx that I have seen, but there is no conspicuous black spine or horn on the back at the rear. Anyone have any ideas?
