Is this a Drone Fly (Eristalis tenax) Larvae?

They have long tails, with a clear see thru body.

Found them on cut plant stems that I put in a bucket of water to form roots. The plants died, so I pulled them out of the bucket and these where hanging on the stems. It seems that the plants just rotted or they eat the stems.
