Tibicen sp.
This cicada belongs to the genus Tibicen...in the arid SW USA there are numerous species of this genus and they in not as well known as the eastern Tibicen. The SW taxa are also in need of taxonomic reconfiguration.

However..I believe that your cicada is Tibicen duryi..
