Size: 25-30 mm
Looks like a Prionyx wasp but the leg color doesn't match the species images on BugGuide.

Yes - Female
The range does include Texas. I just checked Discoverlife.org for Salvidor's images of a similar female. You are correct and the females have the red femora.
