Found on black oak leaf. I can't see well, but maybe there is a larva/pupa/empty pupal case type of thing on center part...

I've now reared enough Cicinnus and Lacosoma to be able to say this is definitely Lacosoma chiridota.

This appears to be an early instar Lacosoma chiridota, but I can't be certain it's not Cicinnus melsheimeri.
