Found this tiny guy, 3 maybe 4 mm, flicking its wings on Millefoil flowers. Can't seem to track it down. Will look again

Tinagma
This is something in the "perdicellum group" of Tinagma (Douglasiidae). All of the spp. in this group are very similar in appearance; I can't ID it to species on sight. The wing-flicking behavior has been noted in a number of spp. of this genus.
