Sitting on part of a rural dirt road that seems a special place for damselflies. Thanks for your help.

Argia sp.
Unfortunately two of these Argia damselflies have blue color form females that are nearly identical, so I can't tell for sure which one it is... maybe someone else can see subtleties on the photo that I can't. I'd say that it's either Argia apicalis (Blue-fronted Dancer) or Argia moesta (Powdered Dancer). Maybe edging toward Powdered, since on the range maps I'm looking at it gets a little farther north than Blue-fronted (but it's close).

Thank you, Lisa. I was also confused about this, but with a few subtle aspects in the appearance (e.g, thin black stripes) and the usual range, chances are you're right.
