Cluster of immature insects on nettle leaf

Size: 1/2-3/4 inch
This cluster of insects was on the bottom of a nettle leaf. It looks like the heads were burried down by the leaf, but their abdomens with the sticky balls were waving in the air when disturbed. I'm thinking some kind of beetle larvae?
