Lestes eurinus?
The angle and small size of the picture make it tough. However, the abdomen is stout, the wings appear tinted and the pruinosity on segments 8 and 9 is very bright white. All make Amber-winged Spreadwing very likely. A side shot more closely cropped would be helpful.
