Looks Most Like 3235 -- Proteoteras moffatiana....
... of the several Proteoteras for which I have photos that include the curved black line. Only this one has suggestions of green coloring.

Thanks Bob. The only other possibility I can find is Proteoteras aesculana (Maple Twig Borer) which seems to be a potential pest in Oregon. It does have some green in the front wings and flies earlier in the year than P. moffatiana. I don't know if P. moffatiana occurs in the PNW.
