Not an expert but...
Neon skimmer seems like a solid guess based on other images in the guide. (see: http://bugguide.net/node/view/417205/bgpage)

 
Not an expert either, but I concur with Neon
because Flame Skimmer would have a brown front of the thorax and would have a dark streak in each wing.
