Bibio nematoceran flies, possibly Bibio femoratus but doesn't quite fit - Bibio vestitus - Female
no close city; Port Hastings, Cape Breton, nearest small town, Port Shoreham Provincial Park, Eastern Shore County, Nova Scotia, Canada

Size: body ~9 mm M, ~11 mm F
This ventral view of another female (had died) shows that the coxae of the forelegs (arrow) are definitely orange, not black as expected for Bibio femoratus. This is a pic down a dissecting microscope with limited depth of field -- the wavy grey lines are the distal ends of the legs, out of focus.
