Prodoxid Moth
with the help of Terry Harrison I got an ID from Dr. Olle Pellmyr. He says, "It is Greya politella, a prodoxid moth that is in the same family as the yucca moths. The moth is sitting on its host, Lithophragma parviflorum. The female oviposits down into the ovary, and the larva feeds first on seeds and later after hibernation on vegetative parts."
