Boreal Snaketail?
It is a Snaketail. With those T shaped spots on the top of the abdomen, it looks like Ophiogomphus colibrinus

I might suggest O. carolus, I think the lower clasper has a square notch in it, where colubrinus would have a long narrow gap.
