After seeing this pic, must be N. rugipennis
based on the white spots on the legs and body surface. By extension, I think it would be safe to assume your other one is also N. rugipennis as I originally suspected, though perhaps a teneral specimen due to the pale legs and more yellowish body without white spots (Crawford's "var immaculatus"). Both show also the coarsely rugose forewings that give the species its name. Crawford described the species from 12 individuals from Ceanothus cuneatus in Placer County.

As mentioned prior, I have not seen material for two of the nine Nyctiphalerus spp., and it may be possible that one of those two matches your psyllid better. However, this is such a good match for rugipennis that I think this could safely be moved there.
