Thread-waisted Wasp!
Kantell, the wing patterns and the thick bumpy-spiny legs and the lack of facial hairs are all pointing to the genus Palmodes. I think that your wasp is most likely a female in that genus. NOTE: Placement to species level is very difficult without more views of the body. Here is an example for you from Utah:
