Size: approx 15mm
I think this is E. flavipes. It even has the lighter hair on the abdomen, towards the end. Found on weeds in garden, sunning.

Criorhina?
I'm thinking this might actually be a species of Criorhina, some of which are enormous bumblebee mimics. They are found more commonly in the Pacific Northwest than elsewhere. Please do wait for Martin Hauser to weigh in, as he is an expert on syrphids and related flies.
